To meet City requirements and provide full transparency, Boca Surf Park commissioned a comprehensive Traffic Impact Analysis (TIA) by JMD Engineering, Inc., a licensed Florida traffic engineering firm. The study evaluated current conditions, projected visitation, and long‑term growth through 2029 for surrounding roadways including Clint Moore Road and Congress Avenue. The conclusion is clear: the project has no significant impact on the transportation network.
Methodology and Conservative Assumptions
The TIA followed Palm Beach County’s Traffic Performance Standards Ordinance and the City of Boca Raton’s concurrency review process. To ensure a conservative assessment, the analysis modeled a worst‑case operating scenario that assumed more than 1,000 daily guests plus full operation of on‑site amenities such as restaurant, café, spa, and retail. These assumptions exceed the project’s internal annual attendance estimate of approximately 250,000 visitors (about 685 per day).

How the Local Network Performs
Under county screening criteria, only roadway segments or intersections that meet specific thresholds require detailed review. Clint Moore Road between Congress Avenue and NW 2nd Avenue met the screening threshold and received a full analysis. The segment continues to operate within acceptable standards during both morning and evening peak hours with the project in place. All other study segments and intersections were below the significance thresholds and required no additional review.
Site Access and Circulation
The park will be accessed directly from Clint Moore Road via a driveway that meets City standards for lane widths and turning radii. The TIA confirms that no new turn lanes or signal modifications are required and that on‑site parking supply (approximately 337 spaces) and internal circulation are adequate for projected demand.
